The Board for Asbestos, Lead, and Home Inspectors licenses individuals engaged in asbestos remediation, lead-based paint remediation and renovation, and home inspection. The 14-member Board is composed of representatives of each regulated activity and two citizens.

- Recent Regulatory Changes | Effective August 1, 2024:
- Licensing regulations were amended to comply with the requirements of Chapter 398 of the 2022 Acts of Assembly (SB 607) and the requirement that a home inspection and the report on its findings include a determination of whether the home's smoke detectors are in ‘good working order,’ as that term is defined by the Board.

Applicants for licensure as a home inspector must pass the Board-approved exam:

Continuing Professional Education (CPE)
Continuing Professional Education (CPE) is education that is used by existing license holders to satisfy the renewal requirement. Board Regulation 18 VAC 15-40-72 requires Licensed Home Inspectors to complete 16 contact hours of CPE during each two-year cycle as a condition of renewal. The Board will accept any course that covers the areas tested on the National Home Inspectors Examination in order to meet the CPE requirement for Licensed Home Inspectors.
Any contact hours of instruction that do not cover areas tested on the National Home Inspectors Examination will not be accepted. The Board-approved exam is the Examination Board of Professional Home Inspectors’ (EBPHI) National Home Inspector Examination administered by PSI. New Residential Structure (NRS) CPE
Regulation 18 VAC 15-40-75 requires current license holders with the NRS endorsement to complete a four-hour Board-approved NRS CPE course during every two-year renewal cycle in order to maintain that designation. (The four hours of NRS CPE can be applied to the overall 16 hours of CPE.) A list of Board-approved NRS courses is available here. Unlike the CPE required to maintain a home inspector license (which is submitted only if audited), proof of completion of the four-hour NRS CPE must be submitted as a condition of renewal.
CPE Audits
Every six months, the Board will conduct random audits of 25 percent of licenses expiring during the previous six month period. Randomly selected licensees will receive the Home Inspector CPE Audit Form by mail at their address of record. Recipients of the Audit Form must return the completed Audit Form with photocopies of certificates of CPE completion (in subject matter areas covered by Board Regulation 18VAC15-40-72).

The Board members do not work in the Board office. They come into the Board offices for Board meetings and hearings, but are not here on a daily basis. Board office staff members can answer your questions and are trained to process all information that comes into the Board office. Please do not contact Board members directly.
What courses are acceptable for asbestos licensure and renewal?
Training courses completed through EPA/AHERA accredited training providers are considered acceptable only when the course taken by the participant was taught within the geographical boundaries of the state in which the provider was approved at the time the course was taken.
Asbestos refresher training courses must be specific to the discipline of the license being renewed.
My asbestos license expired. Do I have to re-take the initial training course to renew?
A 12-month grace period is allowed to enable a formerly licensed person with an expired training certificate to complete a refresher training course without having to retake the initial training course.
Is a sub-contractor an employee for purposes of asbestos conflict-of-interest prohibitions?
No. The Conflict of Interest section does not apply to a contractor/sub-contractor relationship between an asbestos contractor and an asbestos project monitor. Because a contractor/sub-contractor relationship does not meet the statutory definition of an employee, contractor/sub-contractor relationships are not prohibited.
Do courses completed online count toward home inspector entry requirements?
Yes. Provided course content includes the areas tested on the National Home Inspectors Examination, distance learning courses, including online courses, will be accepted to meet entry requirements.
What courses are acceptable for the renewal of my lead license?
Lead refresher training courses must be specific to the discipline of the license being renewed. In addition, although Lead Project Designers and Lead Risk Assessors are required to take two initial training courses for initial licensure, only one refresher course (that directly corresponds to the discipline of license) is required for license renewal.
I need to renew my license, but I haven’t received my renewal form. What do I need to do?
Send in the renewal fee, make checks payable to the Treasurer of Virginia, and include your license number on your check. If you have had a change of address, complete the Address Change Form. Mail this information to:

You CAN NOT continue to practice in Virginia after your license has expired.
My renewal payment was one day late and I have always paid on time. Can you waive the late fee?
No. The Board’s regulations allow a 30-day grace period in which a license may be renewed without penalty (therefore, your payment is actually 31 days late). Staff cannot waive the fee.
I did not renew on time because I didn’t receive my renewal card. Do I still have to pay a late fee or reinstate my license?
Yes. Board regulations state that failure to receive the renewal notice does not relieve the licensee of the obligation to renew.
Does the Board office use the date of receipt or the postmark date to determine whether an application or renewal was received on time?
The date the application or renewal was received in the agency determines whether it is on time, not the postmark date. If the renewal fee is received after the due date, you will be required to pay the reinstatement fee. If the reinstatement fee is received after the due date, you will be required to apply as a new applicant, meeting all current requirements.
My address and/or name has changed. What do I need to do to notify the Board?
Many Boards allow you to update your ADDRESS using Online Services, so login to your personal profile to see if this is an option for your license type. The alternative is to complete, print, sign, and submit an Address Change Form to the Board office by mail. Unless updated online, all Address Change Forms must be received by the Board in writing. When providing a post office box as the mailing address, it must be accompanied by the physical address.
To report a NAME CHANGE: complete, print, sign, and submit a Name Change Form to the Board office. All name changes must be received by the Board in writing. Individual name change requests must be accompanied by a copy of a marriage certificate, divorce decree, court order, or other official documentation that verifies the name change.

DPOR stands ready to assist veterans and active-duty military personnel as they maintain or transition to civilian careers requiring professional credentials.
Active-duty military personnel and their spouses having served outside the U.S., as well as certain diplomatic service members and veterans, may be eligible to receive up to a five-year extension for meeting license renewal requirements (pursuant to Section 54.1-117 of the Code of Virginia).
Spouses of active-duty military personnel assigned to a duty station in Virginia are eligible for expedited processing using the Military Spouse Expedited License Application (Interactive | Static). A temporary, non-renewable 12-month license for certain military spouses licensed in another state who need more time to meet Virginia-specific requirements is also an option if necessary. [Section 54.1-119]
- Military spouses also can get help covering the costs of transferring their professional licenses or certifications when they experience a permanent-change-of-station move with their service member spouse
For honorably discharged veterans, “substantially equivalent” military training, education, or experience may be credited toward certain license requirements (pursuant to Section 54.1-118). The Virginia Department of Veteran Services does not reimburse for exam costs. However, Veterans can be reimbursed by the U.S. Department of Veterans Affairs.
